Recently, Shanghai DODGEN Chemical Technology Co., Ltd. (“DODGEN”) and PAQUES Environmental Technology (Shanghai) Co., Ltd. (“PAQUES”), a wholly owned subsidiary of Paques Holding B.V., formally signed a Strategic Cooperation Framework Agreement. The two parties will pursue in-depth cooperation in bioengineering and biochemical engineering technologies. By combining DODGEN’s strengths in chemical process design and industrial-scale implementation with PAQUES’ more than six decades of expertise in core biological treatment technologies, and through mechanisms such as joint R&D and coordinated market development, the partnership will support the chemical industry’s green and low-carbon transition and high-quality development.

China is currently accelerating the comprehensive green transformation of its economy and society, advancing carbon peaking and carbon neutrality in an active and prudent manner, promoting green and low-carbon upgrading across key industries such as petrochemicals and chemicals, and supporting the use of digital-intelligence and green technologies to modernize traditional industries. Grounded in China’s “dual-carbon” strategy and new development philosophy, this cooperation is a practical initiative by both parties to respond to the industry’s shift toward greener, lower-carbon and more circular development, while fostering new quality productive forces in the chemical sector through technological innovation and industrial collaboration.

DODGEN has long specialized in the R&D of process unit technologies, the manufacture of key equipment, R&D in chemical and biochemical engineering technologies, and process package development. It has accumulated extensive engineering experience in new energy, advanced materials, functional chemicals, materials recycling and regeneration, and green circular production processes. Drawing on Paques Holding B.V.’s more than six decades of expertise in industrial wastewater treatment, energy and resource recovery, biological desulfurization and biological nitrogen removal, PAQUES has developed a proprietary technology portfolio comprising BIOPAQ®, THIOPAQ®, ANAMMOX® and PHOSPAQ™, with applications deployed across numerous countries and regions worldwide.

Under the agreement, the two parties will follow the principles of complementary strengths, collaborative innovation, project-driven execution and coordinated market development. Focusing on resource recovery and utilization opportunities in chemical projects, they will jointly identify target industry segments, characterize wastewater streams, conduct experimental validation, develop process routes and evaluate project solutions. PAQUES will primarily undertake experimental validation of its proprietary biological treatment technologies, process design, capital cost estimation and the supply of core biological treatment systems. DODGEN will leverage its capabilities in process package development, supporting technology integration, commercial development and overall project design to extend green and low-carbon solutions from stand-alone end-of-pipe treatment to system-wide optimization.

The strategic significance of this cooperation lies not only in strengthening end-of-pipe treatment capabilities for chemical projects, but also in embedding the principles of circular resource use at the front end of process development and engineering design. Through joint R&D and project collaboration, the two parties will explore the integration of biological treatment, resource recovery, energy recovery and utilization, and carbon emissions management into overall process solutions. This will allow environmental considerations and process design to advance in parallel, thereby improving both the lifecycle economics and environmental performance of projects.

Looking ahead, DODGEN and PAQUES will take this strategic cooperation as a new starting point and continue to deepen the integration of green and low-carbon technologies with chemical process engineering capabilities. Together, they will promote resource conservation and efficient circular use, enhance synergies between pollution reduction and carbon reduction, and create greater value across the industrial chain. Through their combined expertise, the two parties will contribute to building a green, low-carbon and circular development system for the chemical industry and accelerating the development of new quality productive forces.
